Get Raw Url

A fresh signed URL for a stored (non-text-extracted) upload's raw bytes — the embedded link in a link-only doc's Tiptap content can go stale (a 7-day signed URL, see doc_storage.sign_url); this always re-signs against the durable storage_path (0019_context_links.sql) instead. Used by PdfViewer.tsx to fetch the actual PDF bytes for pdf.js, rather than parsing the link out of the document's content.
