End Call

Either party hanging up — tears down the in-memory call record and the LiveKit room itself (voice.delete_room, best-effort) and tells the OTHER side's open tabs to close their VideoCallDialog too, via chat_sio. Idempotent: a call_id that's already gone (the other side hung up first) just returns ok, same as every other "delete this" endpoint in this router.
