Setup Reminders For Uploaded Rx

Patient (Pro/Pro Plus) can call this to:

  1. Create dose-time MedicationReminder rows from the uploaded prescription's extracted medications.
  2. Re-send the WhatsApp prescription summary.

Safe to call multiple times — duplicate reminders are suppressed.
