Start a hosted Stripe Checkout purchase for the server-quoted subscription

Subscription-mode Checkout with promotion codes enabled. Request body is empty; economics come from durable server state and the return URLs are server-built for the surface the request arrived from. A flow that has already paid answers 409 ONBOARDING_ALREADY_PAID and opens no session; the client reloads the flow.

Bundle marker selecting the temporary /qa onboarding surface. Optional on this promoted deployment (ONBOARDING_V3_QA_ONLY=false): unmarked requests are served, and a qa value is accepted and ignored. Still required on any deployment running ONBOARDING_V3_QA_ONLY=true, where an unmarked request receives the hidden-resource 404. On neither setting is it a tenant authorization credential.
