Mint a Plaid Link token in update mode for an existing Item

Starts the self-serve reconnect for a Plaid connection that is flagged needs_reauth. The returned authorizationState must be echoed back to the completion endpoint. A connection whose status is not connected was stopped on purpose and is refused with PLAID_RELINK_NOT_APPLICABLE — that customer must connect the bank again rather than reconnect.
