Which period actions the signed-in accountant may take for this customer
fileLock is true only when the accountant also holds the company admin or owner role (#2104). reopenablePeriodId is the one period the reopen route would accept now: the newest closed period, unless it is filing-locked (then null). Reopen itself follows the assigned-accountant policy. The accountant app keeps both controls disabled until this answers. API keys receive 403.
