Current value of a reference series, with official source citation

Current value of a series, cited to its official source. as_at=YYYY-MM-DD returns the value in force on that date (point_in_time: true, superseded_on). It refuses rather than falls back: dates outside what we hold return a free 422.

Do not read a restatement row as the value having changed on that date.
