Change feed: observed transitions across every server, cursor-paginated

Append-only stream of what the Census crons observe: server_new, remote_down/up, tools_changed, health_change, verified_change, security, endpoint_moved, registry_status, spec_era_change. First call: since = RFC 3339 time (or omit for the oldest retained event); then pass next_cursor back as since. Unmetered in v1, burst-guarded, cached 60 s, 90-day retention.
