Inspect an invite without acting on it. (admin access required)

Decodes an invite code and reports whether its signature matches the wallet it claims to be from. Nothing is provisioned and no counterparty is contacted, so this is safe to call on an invite of unknown provenance. A false signatureValid is reported rather than thrown, because an operator looking at a forged invite is better served by being told so.
