Provision a Hyperliquid agent wallet

Step 1 of the Hyperliquid two-step connect: generate an agent wallet (PK encrypted at rest), return the agent address and the approveAgent action payload the user signs in their master wallet. Auto-grants the trade scope. Confirm with POST /v1/brokers/{id}/confirm-approval. Requires write scope.
