Test alert before creation (Test Alert).

Process:

1. Generates ai_instructions from event_description
2. Collects current context
3. AI analyzes: interpretation, current status, confidence

Spam protection:

• Result caching for 10 minutes (if data unchanged)
• Rate limit: max 10-15 requests per hour per user
