Put End User Policy

Replaces the end user's policy and applies it to every agent it owns now.

Fields: llm_spend_cap_cents_per_month, compute_minutes_cap, wakes_per_hour, idle_sleep_seconds, mem_mb, vcpus, disk_gb. A field left out is not set.
