Set Agent Skills Allowlist

Set the per-agent skill toggle state inside the running container.

Openclaw: writes agents.list[id=main].skills (a whitelist) into openclaw.json; takes effect on the next skills list enumeration. Hermes: translates the enabled-allowlist into hermes's native skills.disabled blacklist in ~/.hermes/config.yaml (disabled = installed minus allowlist; null allowlist clears it). Hermes reads the config fresh on each skill lookup, so no restart either way.
