pointclouds

`GET /pointclouds/{dataset}/{file}`: one hosted payload (`.bin`) or sidecar (`.json`).

Key-authenticated and scoped to the dataset's manifest (owning identity, listed keys, or public: anything else 404s). Supports a single bytes= Range (206 with Content-Range); metered in chunk units at the point-cloud discount: see the module docs.
