Read the secrets bound to a computer

Which secrets this computer is bound to, the revision of each and the environment variable or file it is published under, and the list's version, which a change sends back to say which list it is changing.

A list this platform cannot read is answered as secrets: [] with its version, though the computer is still bound. Any change to it, {"secrets":[]} included, is refused with 409 and reason: "unsupported"; contact support.

Requires the viewer role or higher.
