List supported carrier identifiers for shipment tracking.

Use this endpoint to populate shipping carrier dropdowns in seller fulfillment UIs.

Behavior:

• Returns a key/value map of supported carriers.
• Data is cached for long periods because carrier lists change infrequently.

Tip:

• Use the returned value exactly when sending shipment update requests.
