Add a label to a message

To help organize messages and group messages together, add a label to a message. Labels are used in the Inbox UI to group messages.

When successful, returns 200 with a subset of the message object.

When the label already exists on the message, the message is not modified and the API endpoint returns 200.

No PUT body is needed.
