Inspect Import

Parse an upload once, server-side, and classify it for the detection card.

Pre-project (Door 1): no county fence — geometry files get a county breakdown so the client can pre-select a dominant county for confirmation. include_rows is the manual-override escape hatch: the user chose the address route on a file detection didn't classify as address-bearing.
