Refresh an ad account's saved campaigns and results

Ask the platform for a fresh import of one Meta, TikTok or LinkedIn ad account's campaigns and results, as the dashboard's Refresh button does, so a campaign made in the platform's own manager shows up before the scheduled import. It respects the same cooldown: read nextAllowedRefreshAt first, and read the state again until it is idle; a refresh already running is not restarted. It changes nothing on the platform and only queues an import into Maeve's saved data, so anyone who can read the account can run it, including a read-only grant.
