Returns durable website lifecycle changes (published, removed) after the supplied cursor, in ascending durable-ID order, together with the current replay high-water mark. The gateway calls this after an SSE reconnect to discover domains it missed during the gap without relying on visitor traffic. Requires X-Gateway-Secret header for authentication.
