Reclassifies a bound domain as on-chain managed (e.g. a Handshake HIP-5 name whose NS now points at an external contract). Deletes the portal-managed PowerDNS zone and DNSSEC for the binding and switches ownership verification to the TXT token; DANE/SSL state is retained. One-way.
