List requests newest first, optionally filtered by derived status.

Derived status of a verification request.

open and closed are stored; expired is open past expires_at and is never written to the row.

Filter by derived status. The three values partition the list: 'open' is stored-open and not yet past expires_at, 'expired' is stored-open past expires_at, 'closed' is stored-closed.
