Signals, newest first (what the caller may see)

Risk alerts are live for everyone; opportunities (net_apr, burst, hot_pool, launch) live with a paid key, else 24 h after they fire; smart_lp with Pro. Page newest-first with before (the next id), or by offset (with total) when sorting by return/outcome.
