Create Passtype
Creates a new pass type ID using either a certificate or a PKCS12 file.
- user: The authenticated user instance.
- password: Optional password for PKCS12 file decryption.
- certificate: Optional uploaded certificate file.
- pkcs12: Optional uploaded PKCS12 file.
