Wildfire risk at a point (FEMA National Risk Index)

FEMA National Risk Index wildfire rating and score for the census tract at an address, for buyer, owner and lender agents. Returns the same records as locus_wildfire_risk. Use this when your client can only call paid x402 routes. Use locus_wildfire_risk instead when you can call Locus free tools (REST tools/call or MCP).
