Special districts on a Texas parcel's tax bill, and what each one levies

Texas TCEQ districts whose boundary contains a point, with type, id, and boundary citation, plus adopted total, M&O, and I&S rates and levy from the Texas Comptroller report. Returns the same records as locus_special_district_levy. Use this when your client can only call paid x402 routes. Use locus_special_district_levy instead when you can call Locus free tools (REST tools/call or MCP).
