EPA ECHO All-Media facilities near a point with program IDs, inspection and enforcement summary, and Detailed Facility Report links. Returns the same records as locus_regulated_facility_compliance. Use this when your client can only call paid x402 routes. Use locus_regulated_facility_compliance instead when you can call Locus free tools (REST tools/call or MCP).
