FEMA NFIP flood-insurance claims, aggregated to the county

Returns the same OpenFEMA NFIP county claim totals as the free route: count, total paid for building and contents, year range, and top rated flood zones. Returns the same records as locus_nfip_claims. Use this when your client can only call paid x402 routes. Use locus_nfip_claims instead when you can call Locus free tools (REST tools/call or MCP).

Atomic read result. A substantive result is paid; an empty/out-of-coverage result carries charged:false (x402 settlement suppressed).
