Local legislation (preview)

Returns one LegiScan or Legistar headline bill for an address, covering zoning, ADU, rental or tax items. Returns the same records as locus_local_legislation. Use this when your client can only call paid x402 routes. Use locus-local-policy-brief instead when you need the full matched set, bill-text provisions, status history and property-class mapping. Atomic read result. A substantive result is paid; an empty/out-of-coverage result carries charged:false (x402 settlement suppressed).
