US congressional, state senate, and state house districts for an address, for agents asking who represents a location, from Census TIGERweb. Returns the same records as locus_governing_districts. Use this when your client can only call paid x402 routes. Use locus_governing_districts instead when you can call Locus free tools (REST tools/call or MCP).
