Store legacy desktop call audio and queue server transcription

Legacy Mini Recorder compatibility endpoint; new setup uses Synoptic Meeting Recorder in Meetings. Synoptic - Prod only; recordings:write. M4A audio, at most 512 MB. Workspace comes only from the key. An immutable call ID and recording date make retries safe. A 202 confirms audio in account S3 raw data; server transcription, naming, and indexing follow asynchronously.
