Echo Handler

Debugging endpoint with two distinct modes:

length < 0: echo what you sent (default)
length <= _MAX_GENERATE_LENGTH: return a zero-filled array of the requested length

There are three different latencies you might want to test:

up and down: send a payload and set no length to use the default echo
up only: send a payload and use a small value of length
down only: send no payload and set your desiredlength of response
