Enrol owner-designated recovery key

Requires root ltx_* API key and an active passport. Obtain a challenge via POST /v1/auth/passport/challenge, sign canonical_recovery_enrol_bytes_v1, and submit the recovery public key (private key never sent to Lithtrix).
