Legacy covenant enrolment (time-boxed)

For agents with no covenant row, inside the legacy window. Requires root ltx_* and a passport signature over canonical_covenant_amend_bytes_v1. Proves current control, not ownership at registration — deliberately weaker than register-time enrolment. After the window, use is closed.
