Fetch a URL (static or dynamic)

Authenticated fetch of a public HTTP(S) URL. static mode performs an HTTP GET with SSRF and robots.txt checks. dynamic mode requests rendered HTML from Browserless after the same URL and policy checks. Each call logs to browse_logs.
