Post Passport Ephemeral

Issue a session-scoped ephemeral Ed25519 passport for stateless sandboxes.

Requires the agent root ltx_* Bearer or a valid passport challenge signature. Swarm child issuance uses the authenticated spawn route instead of this handler.
