Get Policy Templates

Get policy templates for the UI (pre-configured guardrail combinations).

Fetches from GitHub with automatic fallback to local backup on failure. Set LITELLM_LOCAL_POLICY_TEMPLATES=true to skip GitHub and use local backup only.
