Returns the change log for one GPU model: every price move, new listing and withdrawal revealed by a completed price scrape started on or after since, newest first. Each vendor's offers are compared with that vendor's previous successful scrape, so a vendor a scrape could not reach is never reported as having withdrawn its offers. observed_at is the start of the scrape that revealed the change.

previous_usd_per_gpu_hour is null for listed, and usd_per_gpu_hour is null for delisted. since may be at most 91 days before the current UTC date (400 otherwise).

Requires the gpu-prices entitlement family; requests without it return 404 not_found.
