Delete Blog Draft Admin

Hard-delete a draft from the admin console blog table. Published posts are refused with 409 — they have a public URL, so deactivate them instead. Firebase-admin gated (ADMIN / SEO_ADMIN), unlike the legacy x-admin-api-key delete_blog above.
