Create Region
Creates a region.
Parameters:

| parentRegionID | body | integer | no | 0 | Parent region (≥ 0). Use 0 for no parent. Values greater than 0 must be an existing region ID for your account. |
Responses:
- 201 Created: { regionID } with Location header.
- 400 Bad Request: { success: false, message: "Invalid parentRegionID" } when parentRegionID is provided and greater than 0 but no matching region exists for your account.
