Get attachment document

Redirects to a temporary download link for the attachment's file, archived attachments included. The link is valid for 2 hours and can be opened by anyone who holds it, so don't store it: the attachment id is the permanent reference, and a new link can be requested with it at any time. Files are kept indefinitely.
