Open an acceptance-gated supplier pot

Eligible suppliers set a target, call price, deadline, and public machine gate contract. machine_contract accepts only acceptance_criteria (1 to 20 checks). Email pledges save a card and charge it only when the target is reached before the deadline. A pot that misses its target never charges saved cards, including open conversion. Only the gate can accept.
