Report how many licenses are on the covered boards' current listings, cached for CACHE_SECONDS.

Counting reads every license (~0.2 s), so the answer is cached in this process: enough to absorb homepage bursts while a fresh ingestion still shows within two minutes. Delisted licenses are left out.

Args: repo: Injected LicenseRepository.

Returns: The license count, always exact.
