Read a batch's rows in file order: your values, how each matched, and its verdict.

Args: batch_id: The batch. view: Which rows. limit: Max rows to return. offset: Rows to skip. key: Injected: the caller's paid key. batches: Injected BatchRepository.

Returns: A page of rows and how many match the view.
