Change the database's bundle plan

Changed on

Moves a running database to another bundle plan. The bundle plan sets backups, metrics retention, editable settings and public network access. Moving to one that doesn't allow a feature you use fails. You can't move to a cheaper bundle plan soon after moving to a more expensive one. Team permission: manage.
