Return currently-live approved news articles.
GET /api/v1/news/live/
Queries for articles where is_live=True, status='approved', and content_type='news'. Results are ordered newest-posted-first and cached under LIVE_NEWS_CACHE_KEY for 60 seconds.
The cache is invalidated by invalidate_live_news_cache() whenever the is_live state of any article changes (cron expiry, auto-detect, or manual Bot HQ toggle). This keeps the hot path very cheap — a typical installation has 0-5 live streams at any moment so the queryset itself is trivial, but we still cache to avoid the overhead on every page load of the frontend's LiveNow banner.
Returns: JsonResponse with shape {"results": [<formatted article>, ...]}. Never returns a 404; an empty results list is the normal state.
