Generate WebAuthn registration options and return them as JSON.

The challenge is cached under webauthn_reg:{user.id} with a 5-minute TTL. The next call to passkey_register_finish will consume it.

Authentication: JWT (Bearer or cookie) — requires IsAuthenticated.

Returns: 200 — JSON string containing PublicKeyCredentialCreationOptions. Parsed by the browser's navigator.credentials.create() call. 401/403 — If the caller is not authenticated.
