Payment endpoint for sponsored ads

Direct stablecoin payment endpoint.

GET: Returns payment info including pre-calculated base units for all supported tokens.
POST: Verifies tx_hash on-chain and records payment.

Supported tokens (Ethereum Mainnet):
- USDC, USDT, crvUSD (stablecoins, 1:1 USD)
- SQUID (dynamic price, locked at ad creation)

Frontend flow:
1. GET payment info (includes payment_amounts with exact base units)
2. User selects token and sends direct ERC-20 transfer to payment_wallet
3. Frontend waits for tx confirmation
4. POST with tx_hash and asset to verify and record payment
