Answer an open booking question

Echo the question's round — a stale round is refused with 409 rather than guessed at, so an answer to an old question can never be applied to a new one.

Seat question: {round, seats:[...]} to choose or {round, skip:true}. Price change or paid extra: {round, confirm:true} to accept, {round, skip:true} to decline. Declining an extra still completes the booking without it.
