Release a hotel reservation

Cancels a booking this account made. A refundable rate cancelled before its free_cancellation_until is refunded in full. A cancellation the hotel would charge for (a non-refundable rate, or past that date) is refused with 409; the hotel's own ladder ships in the booking's terms, so the cost is knowable first.

Drives a browser at the supplier and takes over a minute. If it times out, do not assume it failed — re-check before retrying.
